Le programme Paludisme et maladies tropicales négligées, en tant que chef de file des efforts visant à mettre fin aux maladies et aux décès liés au paludisme, affine et développe des outils et des approches, soutient les programmes nationaux et rassemble des preuves et des données pour permettre aux gouvernements nationaux de poursuivre l'élimination du paludisme.
PATH recrute un agent logistique pour une mise en œuvre pilote de la chimioprévention du paludisme pérenne (CMP) en République démocratique du Congo (RDC). Il / elle travaillera sur des tâches liées à l'approvisionnement et à la gestion de la chaîne d'approvisionnement pour les produits pharmaceutiques liés aux pilotes, ainsi qu'à la gestion de bureau, à la gestion de la flotte, à l'entreposage, à la documentation, aux communications et à l'informatique. Les tâches seront exécutées en étroite collaboration avec l'administrateur de projet (PADM) basé au Kongo Central, ainsi que le Sr PADM et le gestionnaire de projet (PM) basés à Kinshasa.
Un candidat retenu aura une formation / un intérêt pour la santé mondiale, sera très motivé et travaillera dur avec des compétences organisationnelles exceptionnelles.
Les responsabilités spécifiques comprennent :
Gestion des achats, des bureaux et de la flotte
- Prepare complete documentation for procurement of office supplies and equipment in compliance with PATH procurement policy.
- Prepare payment dossiers (the complete documentation above plus signed delivery notes, packing lists, original invoices, and demand for payment) for equipment and supplies.
- In collaboration with KC PADM, ensure office/workspace maintenance, cleaning, rehabilitation or refurbishment, inventories, asset, etc…are well managed.
- Ensure that project vehicles and fuel are well controlled, maintained and logsheets are used effectively and in compliance with PATH policy.
Drugs and Goods Transport (in collaboration with DPS/PNLP, CDR, Hz, and Project Manager)
- Facilitate an efficient and safety coordination for the movement of goods.
- In collaboration with DPS, Kisantu CDR, Project Manager and KC PADM, facilitate in-country transport of procured drugs – from Kisantu and to Health Zones and Health Facilities.
- Warehousing in collaboration with DPS/PNLP, Kisantu CDR, KC PAMD and PMC Project Manager PMWork with supply chain focal points at Kongo Central DPS/PNLP and health zone-level to ensure that drugs are safely kept in CDR warehouse and during transportation and distribution to health zone and health facility.
- Ensure physical inventories are conducted monthly and communicated to the PM and Sr PADM
- Ensure loss reports are drafted and sent to the Sr PADM and the Project Manager PM.
- Maintain asset list and submit monthly revisions to the PM and Sr PADM
Documentation from DPS/PNLP, CDR, Health Zones, and PATH
- Ensure that documentation is regularly sent to the final storage location and that necessary documentation is ready to move should an evacuation be needed.
- Ensure that all documentation are scanned and share by email and uploaded at PATH Box and the link share with PMC Project Manager and Sr PADM.
- Ensure PATH’s partners’ related documentation is maintained including asset (motorcycles and others) and Right of Use agreements.
Communication & IT
- Collaborate with Kinshasa IT to sort any IT problem in the field,
- Follow-up with Kinshasa on communication/airtime and data distribution for KC team
- Maintain a transparent, honest and supportive communication structure with KC colleagues to ensure they are kept informed of applicable logistical activities and requirements.
- Develop and maintain positive relationships with suppliers, local authorities, other NGOs and any other stakeholders, representing PATH and ensuring good co-operation and partnerships.
Quality & Compliance
- Ensure logistic is compliant with PATH guidelines, policies, and procedures, and adherent to any applicable donor guidelines.
- Promote and use the PATH e-library and other operating procedures, ensuring that all standardised formats are used and guidelines are followed.
- Be aware of the potential for loss or fraud in logistical activities and procedures. Pro-actively work to prevent such occurrences by working with relevant line manager to improve transparency and to ensure the best use of PATH assets and resources.
- Ensure all relevant staff and non-staff receive training, advice, and coaching regarding logistical procedures, internal controls and the PATH and donor logistical requirements.
Required Skills and Experience
- 3 years post-qualification professional experience of which at least 2 years should be in procurement, health supply chains, inventory management and transport.
- Work experience in logistics, preferably in an NGO setting.
- Professional / vocational / technical qualification in logistics management with an emphasis on inventory management and procurement.
- Working knowledge of English and French (spoken and written).
- Able to make decisions in collaboration with line manager and others. Can prioritise work to meet deadlines.
- Competent with administrative tasks. Problem solving ability. Attention to detail.
- Ability to work in multi-site project team with minimal supervision, including demonstrated history of being a proactive problem solver who can work effectively under deadlines
- Excellent attention to detail and results focused while able to adapt to changing priorities
- Strong interpersonal and organizational skills
- Ability to organize and implement events for large groups and international guests
- Excellent and demonstrable organization, communication, and writing skills
- Ability to manage time efficiently and work independently
- Experience working with International NGOs and donors is preferred
- Fluency in written and oral English and French is required
- Ability and willingness to travel
- Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook and Teams
This position does not attract international terms and conditions. The post holder will be considered as a local staff and will not have international terms and conditions of employment.
Applicants considered for this position are to be DRC nationals. This position is based in Kisantu. Candidates outside of Kisantu will be responsible for their relocation expenses.
