CONTEXT

SODEICO Sarl, a company specializing in the recruitment and provision of qualified personnel, is recruiting on behalf of one of their clients for a Program funded by USAID/BHA (United States Agency for International Development/Bureau of Humanitarian Assistance) a Meal Manager.  The client is a global humanitarian organization that works with people in poverty and distress to create justice and positive change through empowering partnerships and responsible actions. For this position Based in Kasai, DRC; the client seeks passionate, engaged and experienced candidate who embodies values of connectedness, courage and compassion.

LE POSTE

DUTIES AND RESPONSABILITIES

 

 The MEAL MANAGER will oversee and participate in the following duties:

 

  1. E.A.L Framework Development:
    • Develop and implement comprehensive M.E.A.L frameworks and systems that align with the organization's goals and objectives.
    • Design and customize monitoring and evaluation tools, methodologies, and indicators to measure program outcomes and impact effectively.
    • Ensure alignment with industry standards and best practices in M.E.A.L.

 

  1. Monitoring :
  • Tracking core program indicators, doing a meta-analysis and communicate this monthly, quarterly to the program team.
  • Will ensure that standard operating procedures and program common approaches are followed in the area for data collection, processing and analysis. Provide technical support to core program and ensure availability of reporting forms and tools.
  • Working together with the core programs/operations teams, organize and conduct routine monitoring and evaluation of the program/projects and work closely with community members, implementing partners and beneficiaries to improve attainment of program/project goals. S/he will conduct monthly, quarterly monitoring and evaluation facility and field visits.

Evaluation

  • Support preparation of key program reports. The MEAL Officer will assist to prepare reports on the progress of the programs after every visit and keep record of MEAL activities. Will also support compilation of Annual Reports and total reach at program level.
  • Participate in the implementation of the MEAL strategy and tools. Support program technical staff to carry out monitoring and evaluation of project activities as agreed in MEAL framework and plans and strengthen integration between program.
  • Support programs in designing and conducting baseline surveys, mid-term evaluations, specialized studies and final evaluations to include sampling methodologies, data collection instruments, analysis and report development.

Accountability and Learning :

  1.  
    • Implement mechanisms to ensure accountability to beneficiaries and other stakeholders, including complaint and feedback mechanisms.
    • Facilitate learning and knowledge sharing within the organization by promoting the use of evaluation findings to inform programmatic decision-making.
    • Identify and recommend areas for program improvement based on the analysis of monitoring and evaluation data.
  2. Additional job responsibilities:
  • The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.

PROFIL RECHERCHÉ

BASIC SKILLS

  1. Monitoring and Evaluation: Proficiency in designing and implementing monitoring and evaluation frameworks, methodologies, and tools to measure program outcomes and impact effectively.
  2. Data Collection and Analysis: Strong skills in collecting, managing, and analyzing data using both qualitative and quantitative research methods, ensuring accuracy and reliability.
  3. Reporting and Documentation: Excellent report writing skills to prepare comprehensive, accurate, and timely progress reports and periodic reports for internal and external stakeholders.
  4. Supervision and Leadership: Ability to provide guidance, supervision, and leadership to the monitoring team, ensuring the smooth implementation of monitoring and evaluation activities.
  5. Data Management: Proficiency in organizing and managing data, including data storage, security, and quality assurance, to facilitate easy access and analysis.
  6. Accountability Mechanisms: Knowledge of accountability mechanisms and experience in establishing and managing complaint and feedback mechanisms to ensure transparency and accountability to beneficiaries and stakeholders.
  7. Learning and Knowledge Sharing: Ability to promote a culture of learning and knowledge sharing within the organization, utilizing evaluation findings to inform programmatic decision-making and improve program effectiveness.
  8. Project Management: Strong project management skills, including the ability to prioritize tasks, meet deadlines, and coordinate multiple activities within the monitoring and evaluation framework.
  9. Analytical Thinking: Strong analytical skills to interpret and synthesize monitoring and evaluation data, identify trends, patterns, and insights, and make data-driven recommendations.
  10. Communication and Stakeholder Engagement: Excellent communication and interpersonal skills to effectively engage with diverse stakeholders, including beneficiaries, partners, and internal teams, and to communicate monitoring and evaluation findings and recommendations clearly and concisely.

 

    ADDITIONAL SKILLS

  • Ability to work in a multicultural environment;

QUALIFICATION AND EXPERIENCE

  • Bachelor’s Degree or Master in Social Science (Demography, Economics, Management, Development studies, sociology) or any other related field.
  • Minimum of 5 years in planning, monitoring and evaluation in NGO environment or any development organizations
  • Minimum of 3 years of working in Managerial position, including working with community-based organizations and implementing partner staff.
  • Computer proficiency in general office software and statistical applications (i.e., Kobo, ODK, SPSS)

LANGUAGE PROFICIENCY

  • Must be fluent in French, both oral and written;
  • Intermediate Level of English is required;

Mastering of the local language will be an asset

COMPUTER SKILLS

  • Detailed understanding of the full Microsoft Office Suite (Word, Excel, PowerPoint, Teams…);
