PATH en RDC recherche un coordinateur des finances et de l'administration pour fournir un soutien financier et administratif au projet «Soutenir le renforcement de la vaccination de routine dans le Haut Lomami, Lualaba et Tanganyika» financé par la Fondation Bill & Melinda Gates. Le poste sera basé dans l'une des trois provinces ciblées.

Collaborating with national and sub-national partners, we prepare for and respond to emerging health threats in the Central African country.
Launched in 2019, the “Support Routine Immunization Strengthening in Haut Lomami, Lualaba, and Tanganyika” project has supported the Expanded Programme on Immunization (EPI) and the Division provinciale de la santé (DPS) to improve immunization coverage in each of the three target provinces. In addition to traditional technical assistance, PATH has provided financial and administrative assistance to each DPS to manage their resources for immunization activities from various sources of support, including the Gates Foundation.
The Finance and Administration Coordinator will provide financial and administrative assistance to the DPS in their province. They will provide daily coaching and mentoring to provincial finance staff, with the aim of transferring skills and competencies to strengthen their capacity to manage resources from external donors, including the Gates Foundation. They will also provide, facilitate, or recommend targeted training in financial management. In collaboration with the provincial Coordinator, they will reinforce the management of immunization activities, especially with respect to operations. Additionally, they will supervise two PATH Finance and Administration Officers, one in each of the remaining provinces, to provide the same assistance under their direction. Finally, the Finance and Administration Coordinator will manage the financial and administrative needs of PATH’s award from the Gates Foundation, in collaboration with the Project Director and Senior Project Administrator.
Responsibilities:
DPS Coaching and Mentoring – Desk-side support will include assistance in:
- Establishing, revising, and enforcing applicable policies and procedures to facilitate efficient implementation of immunization activities and sound management of resources in accordance with local law and donor rules and regulations.
- Preparing, monitoring, and managing annual budgets and funding requests
- Reviewing payment requests for completeness, accuracy, and compliance with applicable policies and procedures and donor rules and regulations
- Processing and maintaining financial information in accordance with applicable international and local accounting principles.
- Preparing, analyzing, and making recommendations based on financial reports
- Responding to internal and external audits, addressing findings, and implementing recommendations in a timely manner
- Providing, facilitating, or recommending targeted trainings in financial management, including:
1. Public financial management, in collaboration with the Ministry of Health’s (MoH) Cellule d’Appui et de Gestion Financière (CAGF) and their fiscal agent
2. Project financial management
3. Tom2Pro accounting software
- Serving as authorizer/fiscal agent on the provincial bank account during the period in which external donors provide a significant amount of resources to the DPS for immunization activities
Support to DPS Coordination – In collaboration with the provincial Coordinator, coordination support will include:
- Ensuring regular budget monitoring and management meetings are held with provincial leaders (including the governor) to review performance and recommend actions to keep immunization activity finances on track.
- Guiding the annual budgeting cycle, preparing a roadmap in line with donor and government funding cycles to ensure availability of resources.
- Providing guidance to provincial technicians during the design and planning of activities to ensure sufficient time and thought is accorded to operational requirements, including procurement planning and execution.
- Assisting provincial managers to take a holistic approach to managing immunization activities and other related activities – such as polio activities – to leverage efficiencies across funding sources, avoid duplication, and manage competing demands.
- Applying lessons learned from the first four years of project implementation to streamline processes, especially with respect to recurring activities such as outreach vaccination sessions.
PATH People Management
- Supervise the Finance and Administration Officers in the two remaining provinces, ensuring consistent and sound provision of financial and administrative support and coordination support to the DPS in those provinces.
- In accordance with PATH’s people management philosophy, facilitate the career development goals of the Finance and Administration Officers
PATH Project Management
- Develop, manage, and monitor the activity budget in collaboration with the Project Director, including proactive (e.g., invoices, expense reports) and retroactive (e.g., labor reports, journal entries) review of all activity costs for allocability, allowability, reasonableness, and necessity, as well as compliance with PATH policies and procedures, donor rules and regulations, and award terms and conditions.
- In collaboration with the Project Director and Senior Project Administrator, design and monitor project work plan and deliverables, including the preparation of technical and financial reports for submission to the donor.
- Maintain inventory of activity supplies and equipment in accordance with PATH policies and procedures, donor rules and regulations, and award terms and conditions
- Identify and facilitate operational needs in collaboration with relevant Shared Services, such as Procurement, Grants and Contracts, Finance and Accounting, Facilities, Human Resources, etc., to ensure efficient implementation of activities.
Required skills and experience:
- Bachelor’s degree (or master’s degree) in a related field and a minimum of 7 years (or 5 years) of progressive experience providing finance and administration support
- Substantial experience working for an international non-governmental organization (NGO) or international consulting firm.
- Demonstrated experience in financial management for US Government-funded cooperative agreements or contracts (USAID preferred)
- Ability to multi-task, problem-solve, and meet deadlines with minimal supervision and direction.
- Strong organizational skills and attention to detail
- Advanced proficiency in Microsoft Excel, Word, and Outlook
- Proficiency in an accounting software (Tom2Pro a plus)
- Excellent oral and written communication skills in French (English skills a plus)
- Willing and able to travel domestically.
Must have legal authorization to work in DRC.
