SCOPE OF WORK

With more than 40 years of experience forging multisector partnerships and expertise in science, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales up innovative solutions to the world’s most pressing health challenges.
PATH’s Digital Square Team works to improve global health by supporting the implementation of an integrated digital health system in DRC and support of global health priorities and evidence-based policies among policymakers, coalitions, and other influential individuals and groups. The project is funded by USAID in various countries, including the Democratic Republic of Congo.
PATH is currently recruiting for a full-time IT expert in charge of databases, networks, and computer systems who will support and accompany Agence Nationale d’Ingénierie Clinique et du Numérique de Santé (ANICNS) in the implementation of the digitization of universal health for free care for pregnant women, deliveries, and newborns.
Specific duties :
- Installation and management of the information system.
- Implementation of technical procedures.
- Network security and protection of confidential data;
- Management of user accounts and access rights.
- Analysis of business needs and design of adapted technical solutions
- Technical support and troubleshooting with internal users;
- Coordination of the different stages of a project related to its expertise.
- Updating of technical documentation.
- Permanent technology watch;
- Create the databases and implement the data on the physical media.
- Size the server.
- Guarantee the availability and quality of data by maintaining and improving performance ("tuning") and functionalities (by improving their automation, optimizing processing and queries, configurations, etc.) ;
- Monitor statistics of access performance to objects in the database in order to ensure tuning.
- Management of scalabilities (monitoring of volume, etc.) on the aspect of access to data.
- Administer access permissions for users as well as data security issues with the security engineer.
- Manage version migrations.
- Update programs and fix any bugs (pass patches) and give approval before production.
- Recommend backup devices (backup) to be carried out by the operating services to ensure the integrity of all the data in the database, particularly the archiving and purging of data.
- Define quality standards and develop dashboards and monitor them.
- Monitor supervision tools and study all incidents that have occurred to understand their severity and origins.
- Develop and execute test procedures and programs, during migrations or following an incident.
- Ensure that backups are done (by going to a backup center for testing) and control the movements of the data.
- Ensure data recovery and operational recovery of databases (disaster recovery) to respond to serious incidents.
- Configure and install various network devices and services (e.g., routers, switches, firewalls, load balancers, VPN, QoS);
- Perform network maintenance and system updates, including service packs, patches, hotfixes, and security configurations.
- Monitor performance and ensure system availability and reliability.
- Control the utilization, trends, and resource capacity planning of different systems.
- Provide level 2/3 support and troubleshooting to resolve issues.
- Work within an established configuration and evolve management policies to ensure awareness, approval, and success of network infrastructure changes.
- Select and implement security tools, policies, and procedures jointly with the company's security team;
- Liaise with vendors and other IT staff for problem-resolution purposes.
Must have legal authorization to work in DRC.
